Unix timestamp command

Create a command which allows users to enter their local time and have the bot post it as Discord's timestamp command. Super useful for planning events when mods are in different time zones and easier than trying to explain to non-tech savvy people to get a unix timestamp.

I'm envisioning something like [prefix]time mm-dd-yyyy hh:mm timezone
and the bot would post so everyone would be on the same page.
