Option to default server RSVP notifications

An option to turn the RSVP Confirmation notification on or off as a server default. The user still has the option to override the server default with the current functions. This would allow servers to default notifications for users who don't know how to turn off RSVP Confirmation, but still allow them the option of receiving notifications.
