Require mod approval for submitted events

Currently, any event submitted gets automatically added to the events calendar. For servers where only a few admins/mods submit events this is fine.

I would like to allow the majority of members to submit events to be added to a larger events calendar, but require them to be approved by the admins/mods before they show up in the list.

The reasoning for this would be to allow the general userbase to add their own events (such as a local city community) but still have quality ensured and to help fight spam and duplicates.
